Gas Distribution Networks (GDNs) are the monopoly companies responsible for transporting gas from the high‑pressure National Transmission System (NTS) into homes, businesses, industry and power stations across Great Britain. They manage the local part of the gas system — the lower‑pressure pipe networks that deliver gas safely and reliably to around 22 million consumers. They are a critical part of the nation’s energy infrastructure.
We’re looking for a Head of Gas Distribution and Monitoring which is a key role in their effective regulation. You will be joining at a critical time as we transition from setting the £14.4 bn price control settlement for the sector, that runs from 2026 – 2031, to focussing on its delivery. This is a key role in Ofgem’s Network Price Control Directorate.
We’re looking for someone with proven expertise in performance monitoring and cost assessment, a strategic mindset and a track record of managing and influencing stakeholders.

Person specification
- Established expertise in regulatory performance monitoring, cost assessment and/or data analysis, as demonstrated by proven record of high performance and substantial achievements. (LEAD)
- Experience of price control investment decisions including managing the input of relevant analytical, technical, and legal experts to appraise proposals and present recommendations that highlight the risks, trade-offs, and wider commercial and economic considerations to decision makers (Lead)
- Experience in gas distribution or other network sector.
- Strong track record of engaging, advising, and influencing stakeholders at all levels, including senior leadership. Skilled in fostering collaboration and trust across a wide range of internal and external partners.
- Excellent communication and negotiation skills, with the ability to communicate technical information clearly and concisely and to work collaboratively to solve problems.
