Job Title: Senior HSE Coordinator
Location: Victoria, London
Contract Length: Initially 12 Months
IR35 Status: Inside IR35 PAYE
Rate: Negotiable dependent on experience
Hybrid: 8 days per month working from home the rest in the office
PURPOSE OF THE ROLE
The Liverpool Bay Carbon Capture and Storage (LBCCS) infrastructure is delivered through a Work Package (WP) based organisation, with each WP responsible for defined elements of the onshore/offshore development.
Each Work Package HSE Coordinator supports both the specific WP requirements and the wider LBCCS HSE Management System (HSE-MS), ensuring compliance with Our Client’s HSE Policies, UK legislation and regulatory requirements.
The role is split broadly as follows:
- 50% – Management of HSE aspects for the specific Work Package
- 50% – Contribution to LBCCS-wide HSE and Process Safety strategies, policies and procedures
MAIN ACCOUNTABILITIES & RESPONSIBILITIES
- Ensure all HSE aspects for the Work Package are managed in line with LBCCS and regulatory requirements
- Provide HSE and technical safety support to the assigned WP within the LBCCS development
- Support delivery of WP Permit and Consent requirements (PLANC), including coordination of discharge of conditions
- Coordinate with design teams to ensure contractor HSE deliverables are issued on time
- Review key HSE design documentation
- Attend and contribute to safety reviews (e.g. HAZID, HAZOP)
- Manage provision of WP site-based HSE supervision
- Source and manage specialist HSE technical and operational support as required
- Manage WP-specific contractor HSE audits, including DoC audits
- Support stakeholder engagement (e.g. HSE, LPA, NRW)
- Ensure internal, external and statutory HSE reporting is completed on time and to required standards
- Implement Risk and Change Management policies and frameworks
- Promote application of Process Safety tools across the development
- Support delivery of LBCCS HSE and Process Safety strategies, policies and procedures
- Support compliance with ISO 14001, ISO 45001 and ISO 50001 standards
- Support auditing and monitoring of Our clients Risk Control Protocols
- Maintain performance monitoring tools (non-conformance, corrective actions, audits, reviews)
- Support development and implementation of HSE plans
- Network with peers to share Best Practice and Lessons Learned
- Fully comply with Our clients Code of Ethics and Legislative Decree 231 requirements
- Comply with Our clients “Duties for HSE Sensitive Roles Upstream” procedure

EDUCATION & xwzovoh PROFESSIONAL QUALIFICATIONS
- Degree in Engineering or Science (preferred)
- Professional HSE qualification and/or experience (e.g. NEBOSH, BSC preferred)
EXPERIENCE & TECHNICAL COMPETENCIES
- Compliance with all mandatory and statutory training
- 15+ years’ HSE experience in a high-hazard industry (Oil & Gas / CCS preferred)
- Strong knowledge of safety risks across E&P or similar developments
- Strong understanding of Operational & Design Process Safety and Environmental Management
- Excellent knowledge of UK onshore/offshore Oil & Gas / COMAH legislation and regulatory procedures
- Experience with HSE reporting systems
- Strong risk management and risk assessment capability
- Technical proficiency in:
- COMAH / CDM processes
- TCPA / DCO requirements
- Operations procedures
- Documentation control
- Auditing
- Incident investigation
- Emergency response
- Experience in stakeholder engagement
- Experience coordinating teams and delivering to schedule
